beds (and tires and pallets) are burning

I just caught a small excerpt of channel 7 news, and they were showing piles of tires and whatnot by the Thruway roadside on the Cattaraugus Indian Reservation.  It seems that Eliot Spitzer’s telling the State Dept. of Taxation and Finance that they better start collecting taxes today, or else they’re breaking the law.  In the meantime, the Governor and the Legislature are looking at delaying the implementation of the tax collection for a year.  While all this is going on, the Indian Reservations are talking about gloom and doom if the state tries to start collecting the taxes.  What a mess!  Posturing?  Electioneering?  What’s going on here?
